Job Summary
|
The incumbent is responsible for implementing all PSI’s financial spectrums and ensure full compliance with local regulations and global financial guidance. He/she will play focal point to work with regional/global team in development of budgets and/or cost plans for new proposals. The job holder will also be in charge of routine operations activities for PSI Vietnam during wind-down period

Key Responsibilities
|
Job responsibilities include, but are not limited to:
Finance:
- Process banking transactions; perform bank reconciliation and prepare monthly statement of accounts
- Ensure delivery of accurate, timely financial reporting (both internal and external)
- Work closely with PSI/W on financial and related reports and make sure full compliance with PSI’s policies. Manage accounting system in accordance with PSI/W and Vietnam statutory requirements.
- Estimate cash flow for regular cash needs through OAR process.
- Be responsible for the coordination on annual budgeting process as well as yearend reporting requirements.
- Sever as focal point to work with regional/global financial team for cost proposals – when required
- Oversee audit matters (internal, external) with relevant external authorities, including tax department. Closely work with CD for payroll function and other related issues including taxation
- Perform tax declaration and finalization, work with tax authority as needed Serve as focal point for internal assets & inventory transfer between PSI/Viya Health Vietnam during wind-down period.
Operations
- Provide on-time and effective operations supports when required (e.g. office rental, administration, etc.) – while ensure full compliance with PSI’s policies
- Support Country Director to secure timely approval from relevant governmental agencies including taxation, administrative and other PSI’s priorities
- And perform other relevant duties, as required by the supervisor

Qualifications
|
- Having at least 5 years of experience in accounting activities and specifically in finance management
- Experience in establishing and managing budgets, ability to dealing with different donor requirements – an advantage
- Good knowledge about local law and regulations on taxes and public government
- Proven effective communication and result-oriented
- Fluency in written and spoken English and Vietnamese.
- Previous experience in a development and/or international organisation – A MUST
